Most URLs in comments are No follow so there are no backlinks just for commenting on most sites. It’s done to prevent spam comments, but there are websites that list Do Follow blogs.

there are lots of reasons people don’t leave comments,although it would be nice for the average blogger to get feedback from lots of different perspectives.these are the best answers in my site .

I never really like posts designed deliberately to create a lot of comments from controversy as it's not really sustainable. It's good for one off traffic though.

This might be a bad example, but some people have started posting photoshopped pics of Sarah Palin on funny bodies or backgrounds to make a controversial political point.This may not be a very positive thing, but it sure gets a lot of comments.
